Whisk together the flour, sugar, cocoa, baking soda, baking powder, and salt in a large mixing bowl
Whisk in the milk, oil, eggs, and vanilla extract till smooth. Slowly add the hot water and continue mixing till smooth
Grease 2 9 inch pans with butter and divide the batter evenly between both pans
Bake for 20 minutes or until tester comes out clean
Cool for 10 minutes
Place one cake on a cake stand or serving tray. Spread about a cup of frosting on the top with a spatula. Place the other cake over and frost the top and sides of the cake.

Frosting Instructions
Cream the room temperature butter in a stand mixer with a paddle attachment. A hand mixer will work fine too
Sift out and add the cocoa powder, then mix until incorporated on low speed
Sift the powdered sugar and slowly beat in batches
Add the vanilla extract and heavy cream and continue mixing until you have a fluffy, even consistency.
